The only slight issue I have with this is that including the ring on his finger, I'm only counting 16/17 rings in total. Aren't there meant to be 19/20? But I might be missing them. And it's quite possible that you intended on showing that he's the lord of all the rings as opposed to being accurate. Awesome either way.
16 = 7 + 9. Seven for the Dwarf Lords in their halls of stone. Nine for the mortal men doomed to die.

The three missing rings are Nenya (Galadriel), Vilya (Elrond), and Narya the Great (Cirdan/Gandalf). Those were made by the elves and "his hand never touched them" I think the saying goes. Elves: Celebrimbor, if I remember right.
Beautiful! It's got that "looks fair and feels foul" aspect, If you know what I mean. I'm at once mesmerized and feeling that I ought to run away very fast!
One nitpick: IIRC: each Ring of Power was set with a stone; the One Ring was the only one "plain and unadorned". (Vilya had a sapphire, Nenya had a diamond, Narya had a ruby, etc.) Truly, this is a fiddly thing in relation to the beauty of this work. I only mention it because I am that much of a geek.

I must say I love your interpretation of Marion's angelic form. It's breathtakingly beautiful with the vivid colors, yet sinister and ominous due to the baleful eye that reflects his true nature. Your artwork perfectly captures the essence of what some might call the terrifying beauty of a fallen angel. Well done!
I really like the concept and general idea (like, the Evil eye and the inscription of the ring used together, and floating rings etc) and the colouring is perfect as well, like all this shining, but this person just doesn't look evil at all. What if he looked slightly more dangerous? This person looks like..., well, neutral I'd say
When I started the picture he was looking even more innocent, kinda sad puppy face lol. I did want a neutral or innocent look; Sauron, as Annatar was fair and good. This pic is just a contrast between the beautiful and the bad side. And thank you!
